The order is based purely on reputation — a proprietary Eat.Sleep.Do. score built from real, public reviews. A spot can never buy a higher position. You see the number rounded to one decimal; the order comes from the unrounded number. Two places showing 9.7 do differ — in rating, in number of reviews, or in both.
